It's a Great Day To Be a PANTHER!

Here is Why!
1)  The board had voted late last year to refinance our previous bond issue which is Aprox. $920,000.00.
  • Standard & Poors assigned a rating on MCE of AA+ and stable.  This shows the financial stability of our district and makes our bonds an attractive investment.
  • The Bonds for the refinancing were sold yesterday morning to investors.  The district came out GREAT! The bonds were sold with a true interest rate of 1.449% which over the life of the repayment (7 years) is a savings to our tax payers of $87,457.50!
2)  Ballot language for our April NO INCREASE!  bond was approved

QUESTION

Shall the Marion C. Early R-V School District, Polk County, Missouri board of education borrow money in the amount of $1,300,000 for the purpose of repairing, renovating and improving existing school buildings and facilities, including safety and security improvements in District schools, constructing a storm shelter, and furnishing and equipping the same and issue bonds for the payment thereof resulting in no increase to the debt service property tax levy?

 

If this proposition is approved, the adjusted debt service levy of the school district is estimated to remain unchanged at $0.49 per one hundred dollars assessed valuation of real and personal property.

  • The repairs will be taking care of all the brick work on the exterior of our buildings which in many areas is allowing water into the walls, roofing needs from a comprehensive roofing analysis, and some interior wall repair.
  • Storm Shelter!  We have been approved for a FEMA storm shelter.  when all is said and done the shelter will be paid for by 60% FEMA monies and 40% from this bond.  The structure would be approximately 5000 square foot in size and would aide in bringing our Pre-K back onto our campus.  At this time during the day the shelter would be used as a cafeteria and our old cafeteria would be re-purposed into the Pre-K.  We are in the infant stages of this project and bid requests for all aspects to FEMA regulations will need to be done.  However, we are starting the ground work so when we start with the design much thought and discussion has taken place.  Attached is a rough sketch of some of the idea at this time.  IN NO WAY is this it - it is just a starting point to put into place a facility that meets our needs.
If you wonder what the need of this new structure for MCE and our community is just watch these YouTube videos taken by cameras inside the Joplin schools and think about what it would have been like if students were lining the hallways!
Taking care of our current facilities and being able to provide safety for our children all without adding any added burden on the taxpayers - How could we pass on such an opportunity.
